How to get an emission permit for local heating points of multi-apartment buildings

New buildings in the central parts of cities, as well as reconstructed buildings, require the
installation of decentralized heating and hot water supply. Considering the limited capacity of
existing heat supply networks and the well-known difficulties of laying new heat networks,
especially in places with existing historical buildings, solutions for the organization of local heat
points designed for heating and hot water preparation for only one room are widely used today.
It is not always possible to place this boiler room next to the building – it is necessary to withstand
the fire break, and this is sometimes impossible, given the limited area of ​​the adjacent plot of land
near the house. In this case, boiler rooms located on the roof of the building, the so-called “roof”
boiler rooms, are almost the only solution you can count on.

In connection with the adoption of the new SBN V.2.5-20:2018 “Gas supply”, which came into
force on 01.07.2019, which prohibits the placement of gas boilers in high-rise buildings, roof boiler
rooms are now almost the only alternative for arranging a heat points in a house with gas heating.
Some condominiums in our city already provide heating and hot water to multi-apartment buildings,
using rooftop boiler houses for these needs.

As a result of the operation of the boiler equipment, polluting substances are released into the
atmospheric air. The basis for acquiring the right to operate facilities from which polluting
substances or their mixtures enter the atmospheric air is a permit for emissions, in accordance with
the Laws of Ukraine “On Environmental Protection”, “On Atmospheric Air Protection”.
To obtain such a permit, you need to contact the administrative service provider with the necessary
documents.

The documents must contain:
– Results of laboratory studies
– The results of the calculation of the dispersion of surface concentrations
– Consideration of all emission sources
– Calculation of annual emissions
