

Yesterday, the Verkhovna Rada adopted amendments to the law on state support of projects with
significant investments, or as it is also called the “investment law” (draft law No. 8138), which also
apply to projects aimed at waste processing.
The draft law provides a new form of state support for investors – partial reimbursement for
adjacent infrastructure construction and also expands the areas in which an investment project with
significant investments can be implemented.
In particular, it is about: processing industry, transport, agriculture, logistics, education, scientific
and scientific and technical activities, health care, art, culture, sports, tourism, resort and recreation
sphere, IT, waste management.
The extension of the law on investments in the construction of new waste processing plants should
make such projects more attractive to potential investors by virtue of:
– 5 years’ exemption from income tax;
– exemption from VAT and import duty upon import of new equipment and components,
– exemption from payment of land tax;
– reducing the size of significant investments made in investment objects and the number of new
jobs created.
In the world, dismantling and recycling of construction waste is a profitable business, and for
Ukraine it is also an urgent issue of environmental security.
We will remind that on July 9, 2023, the fundamental Law of Ukraine “On Waste Management”
entered into force, which launches the reform of waste management.
