Urban sanitation is a series of sanitary and hygienic measures aimed at protecting the health of the population and preserving the environment, which includes a set of works on the collection, disposal, neutralization and recycling of household waste in urban areas.
The sanitation scheme is aimed at solving these problems and should be developed for a period of 25 years. Every five years, the necessary adjustments and additions are made to the scheme.
The scheme determines the sequence of activities, the scope of work on all types of cleaning and tidying up, systems and methods of collection, storage, removal, disposal, processing, disposal and burial, the required number of harvesting machines, mechanisms, equipment and inventory, objects of sanitary cleaning system, their main parameters and location, focused investments on construction and acquisition of technical means.

Order of the Ministry of Regional Development, Construction and Housing of 21.08.2013 № 395 approved the state building codes DBN B.2.2-6: 2013 “Composition and content of the scheme of sanitation of the settlement”, which entered into force on 01 January 2014.
According to the Laws of Ukraine “On Waste”, “On Local State Administrations” and “On Local Self-Government in Ukraine”, the executive bodies of village, settlement, city councils and local state administrations are responsible for developing and approving sanitation schemes for settlements.
