According to the Decree of the President of Ukraine of March 23, 2021 №111 / 2021 “On the decision of the National Security and Defense Council of Ukraine of March 23, 2021″ On challenges and threats to national security of Ukraine in the environmental sphere and priority measures to neutralize them ” “On local state administrations”, the Law of Ukraine “On local self-government”, the Law of Ukraine “On the ecological network of Ukraine” there is a need to develop local schemes for the formation (development) of the ecological network.
The Law of Ukraine “On the Ecological Network of Ukraine” establishes that local schemes of formation (development) of the ecological network, regional programs for the development of the ecological network are the basis for the development of the ecological network of Ukraine, according to Art. 15 of the Law on Ecological Network Design is carried out by developing regional schemes of eco-network formation, as well as local schemes of eco-network formation of districts, settlements and other territories of Ukraine.
Ecological network (eco-network) is a single territorial structure of protected and undisturbed areas, which ensure the preservation of landscape and biological diversity, create conditions for sustainable use of nature and ecological rehabilitation of the territory.
Schemes of formation (development) of the ecological network are textual and graphic materials that define at the regional and local level priorities and conceptual bases of formation, preservation and inexhaustible use of the ecological network, formation of spatial arrangement of its structural elements, development of system of territories and objects of nature reserve fund.
Development of local schemes of formation (development) of an ecological network provides:
- identification of territories that have special environmental, scientific, ecological, recreational, historical and cultural, aesthetic value;
- drawing on planning and cartographic materials of territories and objects included in the lists of the ecological network;
- substantiation of the need for their inclusion, reservation of territories for these needs, granting of environmental status, introduction of restrictions (encumbrances) for renewable, buffer and connecting territories;
- development of recommendations for determining the regime of territories and objects of the nature reserve fund and other territories subject to special protection, renewable, buffer and connecting territories, which are proposed to be created;
- coordination of schemes with the approved project documentation, ensuring the preservation and inexhaustible use of valuable landscapes and other natural complexes, objects and territories.
Designing a scheme for the formation (development) of an ecological network requires special knowledge on the conservation of biological and landscape diversity, natural resources, genetic fund of wildlife, as well as knowledge on developing measures to prevent, reduce and mitigate possible negative effects of economic and other human activities. on the natural environment. Execution of this work should be entrusted to the project organization LLC “Company Center Ltd.” which has the relevant knowledge, has a positive reputation and experience in implementing schemes for the formation of the ecological network.
