Maximum allowable discharges (MAD) of a substance – an indicator of the maximum permissible time per unit time of the amount of (mass) of a substance discharged with return water in surface water, which, taking into account the established restrictions on the dumping of this substance from other sources of pollution, guarantees compliance with the norms of its content in the given control divisions (points) of a water object. The values ​​of MAD substances are set in grams per hour. The MAD is established taking into account the maximum permissible concentrations (MPC) in places of water consumption, the assimilation properties of the water object and the optimal distribution of the mass of discharged substances between water users, which discharges wastewater into a particular water object. The main categories of return water, for which values ​​of MAD substances are:

    1. sewage: household, industrial (including production, heat exchange, mine, quarry, etc.), industrial and domestic (in settlements – urban), from fishing ponds, livestock farms;
    2. drainage water;
    3. wastewater.

The permissible norm for each harmful substance in such discharges is set by the MAD projects (maximum allowable discharges) and depends on many parameters. These include the volume and characteristics of the reservoir, the nature of water use and the list of harmful substances, their level of background concentration in the reservoir, etc. In this case, if the same water object carries out emissions at once several enterprises, the standard MAD for each of them is proportionally decreased.
