With the adoption of the Law of Ukraine “On Industrial Parks”, “On Amending the Tax Code of Ukraine on Creating Favorable Conditions for Attracting Large-scale Investments in Industrial Production” No. 5688, “On Amending the Customs Code of Ukraine on Creating Favorable Conditions for Attracting Large-scale Investments in industrial production” No. 5689, aimed at attracting investments in the industrial sector of the economy, we received a unique opportunity to rebuild the industry of Ukraine. Reconstruction must take place taking into account the latest principles of sustainable development, ecology, energy efficiency, the principle of a carbon-free footprint with minimal dependence on fossil fuels.
Industrial park – the territory designated by the initiator of the creation of the industrial park in accordance with the urban planning documentation, equipped with the appropriate infrastructure, within which the participants (residents) of the industrial park can carry out economic activities in the field of processing industry, processing of industrial and/or household waste (except waste disposal), as well as scientific and technical activities, activities in the field of information and electronic communications under the conditions specified by this Law and the contract on the implementation of economic activities within the industrial park
The purpose of the creation and operation of industrial parks on the territory of Ukraine is to ensure economic development and increase the competitiveness of the territories, intensify investment activity, create new jobs, and develop modern production and market infrastructure.
The functioning of industrial parks is aimed at:
- attraction of investments and development of the economy of Ukraine;
- equalization of the economic development of the regions and improvement of the quality of life of the population of Ukraine;

- creation of new jobs;
- sustainable development and protection of the natural environment.
Residents of the park receive:
- exemption from import VAT and duties on equipment for production without the right to alienate this equipment for 5 years;
- exemption from income tax for 10 years, subject to the reinvestment of the part of the income that is exempt from taxation;
- the right to receive benefits from local self-government bodies on certain local taxes (real estate tax, land tax, land tax).
The initiators of the creation of an industrial park can be state authorities, local self-government bodies, which, according to the Constitution of Ukraine, exercise the right of the owner to the land on behalf of the Ukrainian people and, in accordance with the law, are empowered to dispose of the land, as well as a legal or natural person – the owner or lessee of the land plot, which can be used and is proposed by him to create an industrial park.
