

Today, the problem of garbage has become a cornerstone for all Ukrainian communities. Each inhabitant of Ukraine annually produces on average 250-270 kg of solid household waste or about 0.7 kg per day.
The structure of household waste consists mainly of polymer waste, paper, cardboard, metal, glass, wood, food waste. All of this waste could be recycled and generate income for communities. In today’s world, waste has become a valuable material that brings significant profits.
Today, Ukraine has accumulated about 54 million cubic meters of waste. At the same time, only 6% of all household waste is subject to recycling. The rest are in landfills and dumps, most of which have long been overcrowded and occupy much of the country.
However, due to the lack of a logical collection system, not all garbage gets to landfills, forming natural dumps in forest belts, recreation areas, water protection zones, quarries, in settlements.
Creating a quality waste management infrastructure is one of the main tasks of local authorities.
Sanitary cleaning scheme – a document that contains graphic and textual materials on the order of implementation of activities and scope of sanitation, systems and methods of collection, storage, transportation, treatment (processing), disposal, removal, disposal and disposal of household waste, including hazardous waste in their composition, the required number of garbage trucks, machinery, equipment and inventory, the feasibility of design, construction, reconstruction or expansion of waste management facilities, their main parameters and location, focused investment on construction and acquisition of technical means).
Requirements for sanitary cleaning of settlements, as well as rules for proper cleaning of facilities and state sanitary and epidemiological supervision in the field of landscaping and waste management, which are mandatory for local governments, enterprises, institutions , organizations regardless of the form of ownership and subordination and citizens established by the State sanitary norms and rules of maintenance of settlements, which are approved by the order of the Ministry of Health of Ukraine from 17.03.11 №145.
Territorial communities are owners of waste generated on communal property or located on their territory and do not have an owner or the owner of which is unknown (ownerless waste) in accordance with Art. 9 of the Law of Ukraine on “Waste”
Development and approval of schemes of sanitary cleaning of settlements in accordance with Article 30 of the Law of Ukraine “On Local Self-Government in Ukraine”, Article 21 of the Law of Ukraine “On Waste”, Art. 10 of the Law of Ukraine “On Improvement of Settlements”, Article 1 of the Law of Ukraine “On Ensuring Sanitary and Epidemic Welfare of the Population” belongs to the powers of local governments.
The mechanism of development, approval, approval of schemes of sanitary cleaning of settlements is determined by the Procedure for development, approval and approval of schemes of sanitary cleaning of settlements, the order of the Ministry of Regional Development, Construction and Housing of Ukraine from 23.03.2017 №57.
In accordance with the above Procedure, the Scheme is developed, approved and approved by the executive bodies of village, settlement and city councils, Kyiv and Sevastopol city state administrations – for one or more settlements that are part of the relevant council; The Council of Ministers of the Autonomous Republic of Crimea, regional and district state administrations – for settlements that are part of two or more village, settlement and city councils (hereinafter – the Developer).
The total term of development, approval and approval of the Scheme should not exceed 12 months (from the date of the decision on its development) without taking into account the term of pre-project research.
The scheme determines the order of activities, the scope of work on all types of cleaning and tidying, systems and methods of collection, storage, removal, disposal, processing, disposal and disposal, the required number of harvesting machines, mechanisms, equipment and inventory, feasibility of design, construction or reconstruction objects of the sanitary cleaning system, their main parameters and location, focused investments on construction and purchase of technical means. (State building norms SBN B.2.2-6: 2013 “Composition and content of the scheme of sanitary cleaning of the settlement“, the order of the Ministry of Regional Development, Construction and Housing and Communal Services from 21.08.2013 №395).
The sanitation scheme is developed for an estimated period of 25 years with the allocation of priority (5 years) and long-term measures.
Local governments decide to set aside land for waste disposal and construction of waste management facilities.
How to start solving the problem in the community?
STEP 1. Development of the Scheme
The developer (executive bodies of village, settlement and city councils, Kyiv and Sevastopol city state administrations, the Council of Ministers of the Autonomous Republic of Crimea, regional and district state administrations) develops the Scheme independently or orders the development of the Scheme on a contractual basis.

The interested body examines the materials submitted by the Developer or the Contractor and not later than within 10 working days after their receipt approves the Scheme or sends a letter signed by the head, in which he makes reasonable comments on it. In case of receiving substantiated remarks the Scheme is finalized and submitted for approval.
STEP 3. Approval of the Scheme
The agreed Scheme is drawn up by the relevant decision of the Developer (Customer) and published in the media within 5 working days after its approval.
The term of approval and approval of the Scheme should not exceed 3 (three) months.
