On November 7, the Government approved the procedure for monitoring waste treatment facilities. In order to determine the impact of waste treatment facilities on the environment and take measures to reduce it, Ukrainian enterprises will carry out such monitoring, in particular, they will measure indicators of the state of air, underground and surface water, soil, noise pollution, etc. The information collected will be made available to the State for management decisions.

The procedure for monitoring waste treatment facilities was developed as part of the reform of the waste management system in Ukraine. The document complies with the provisions of three European directives:

  • 2008/98/EC of November 19, 2008 on waste;
  • 1999/31/EC of April 26, 1999 on waste disposal;
  • 2010/75/EU of November 24, 2010 on industrial emissions (integrated approach to pollution prevention and control).

The monitoring of a waste treatment facility consists of environmental monitoring, changes in  chemical or physical characteristics of emissions, discharge, consumption, equivalent parameters or technical measures in the territory where it is located.

The results of measuring indicators of the state of atmospheric air, underground and surface water, soil, and noise exposure should not exceed the permissible levels and content of pollutants or the maximum permissible concentrations of chemical and biological substances, which are established by legislation for each component of the environment.

A monitoring entity that operates a waste treatment facility that carries out thermal waste treatment operations and intends to obtain a permit for waste treatment operations must develop and approve a Monitoring Plan and submit it together with a list of documents and a statement of obtaining a permit for waste treatment operations from the Ministry of Environment.

The monitoring plan is a separate document or part of the instructions for the operation of the waste treatment facility, which is developed and approved by the monitoring subject in accordance with the Rules for the technical operation of waste incineration plants and waste co-incineration plants approved by the Ministry of Environment.

The monitoring entity that operates the waste treatment facility, where waste recovery or removal operations are carried out, is obliged to carry out monitoring on the basis of the Monitoring Program developed and approved by it.

The monitoring program is a separate document or part of the instructions for the operation of the waste treatment facility, which is developed and approved by the monitoring subject in accordance with the Rules for the technical operation of landfills, the termination of operation, reclamation and care of landfills after the termination of their operation or the Rules for the technical operation of facilities waste treatment approved by the Ministry of Environment. Business entities will develop such programs every year and submit them to the Ministry of Environment for approval.
