Waste management reform: The Government approved the development of local community plans

The Cabinet of Ministers of Ukraine approved the Procedure for development, approval and
adoption of local waste management plans.

Such plans are the third of the four levels of planning in Ukraine provided for by the initiated
reform.

In 2019, the Cabinet of Ministers of Ukraine approved the National Waste Management Plan until
2030. It will be the basis for regional and then local plans. Based on the latter, the plans of each
enterprise and institution in the country.

New local waste management plans will be developed by:
– within one year of entry into force of the relevent regional plans;
– with the participation of scientists, experts, the public and enterprises operating in a territory;
– based on the analysis of the actual waste situation in the area (types of waste, their volume,
available disposal sites and their characteristics; existing enterprises dealing with waste, their
technical support; cost-effective additional waste management infrastructure, the amount of
costs and sources of financing, etc.);
– with specific measures to establish new treatment plants or reconstruction of existing ones,
closure and disposal of substandard landfills, etc.;
– taking into account measures to prevent contamination.

Each year, local authorities will report on the progress of implementation of local plans, in
particular to achieve the objectives set. Such information will be public.

An evaluation of the implementation of local plans will be conducted every two years and the results
will be made public for public scrutiny.
