Ukraine received an invitation to join the Seville process in accordance with Article 13 of the European Directive 2010/75/EC on industrial emissions. From now on, our country has the official status of an observer, and after full accession to the EU, we will have “the right to vote”. In order for the Ukrainian realities in which our industry operates to be taken into account when developing the best available technologies and methods of managing BAT.

Technical opportunities that open up for Ukraine and Ukrainian specialists: exchange experience and best practice of implementation of the 75th EU directive, study the procedures for drawing up BAT and implementing an integrated environmental permit.

This will allow Ukraine to build a high-quality national policy for the prevention and control of industrial pollution and to restore industry using the best available technologies and management methods in the conditions of war and with a clear vision of “green” post-war development.

We will remind that on May 30, 2023, the Verkhovna Rada voted in the first reading for the draft Law “On ensuring the constitutional rights of citizens to an environment safe for life and health”, reg. No. 6004-d dated January 4, 2023, which is aimed at implementing 75th of the EU Directive. Therefore, we expect the Verkhovna Rada of Ukraine to adopt draft law 6004-d as a whole as soon as possible, which will allow a systematic approach to the prevention, reduction and control of industrial pollution to ensure the protection of the environment and the constitutional rights of citizens to an environment safe for life and health.

The Seville process was initiated by the European Commission to update environmental standards and reduce industrial emissions into air, water and soil. Government and business representatives of European countries, as part of the Seville Process, are constantly working to review the best available technologies and management methods that European industry implements in its production processes. Ukraine is also striving to implement such modern standards during the post-war reconstruction of its industry.
