The plan of localization and liquidation of emergency situations and accidents (PLAS) is developed according to requirements of Art. 11. Law of Ukraine “On high-risk facilities” in order to plan and coordinate the actions of personnel of the facility, units of specialized services and SES of Ukraine, the population, executive authorities and local governments to localize and eliminate accidents of natural and man-made nature, reduce their possible consequences. The plan should cover all levels of accident development that are identified in the hazard analysis process.
PLAS consists of the following sections:
- Analytical part of the plan of localization and liquidation of emergencies and accidents (which describes the purpose of the plan, safety measures at the site, general principles of quantitative assessment of explosiveness of technological units, hazard analysis of the object, hazard analysis of substances hazard analysis parameters, etc.)
- The operative part of the plan of localization and liquidation of emergency situations and accidents at levels “A” and “B” in which the block – the scheme of object is developed, the characteristic of danger of the block scheme is described, the organization of urgent works at accident on object is developed, etc. );
- Operational part of the plan for localization and elimination of accidents at level “B” (which predicts the situation in the area of the facility, describes the interaction of government, civil defense forces and measures to protect personnel and the public in case of an accident at the facility, etc.)
- Appendices (orders, training schedules, identification messages for high-risk objects, etc.)
The plan for localization and elimination of accidents is approved by the central executive bodies that ensure the formation and implementation of state policy in the areas of civil protection, fire and man-made safety (SES). This plan is reviewed every 5 years. Any changes in the business conditions of the business entity, regardless of their causes, which lead to the need to change the information contained in the plan of localization and elimination of accidents.
