Important component and guarantee of these reforms is building capable communities and the ability of communities to manage their territories, including through the development of state planning documents, one of which is a comprehensive plan for the spatial development of the territory of the territorial community.<\/p>\n<p>To help developers &#8211; certified architects and land managers &#8211; effectively organize their work in the field of integrated spatial planning, the USAID Project has developed a Guide that is the basis for quality development of spatial planning documentation at the local level. It describes the following sequential steps, measures, plans and procedures that must be followed when developing a comprehensive plan for the spatial development of the territory of the territorial community. The proposed sequence of steps for the development of a comprehensive plan will find its application in most communities of Ukraine, and the combination of the work of architects and land managers makes it possible to make decisions, the probability of which is very high.<\/p>\n<ol>\n<li><strong>Legislative principles of integrated planning<\/strong><\/li>\n<\/ol>\n<p>In 2020, with the adoption by the Verkhovna Rada of the Law of Ukraine &#8220;On Amendments to Certain Legislative Acts of Ukraine Regarding Land Use Planning&#8221;, territorial communities received the right to plan the future use of their entire territory (both within and outside settlements). Documentation that helps them do this is called the &#8220;comprehensive spatial development plan of the territory of the territorial community&#8221; and combines 10 types of urban planning and land management documentation.<\/p>\n<ol start=\"2\">\n<li><strong>Quality Baseline data &#8211; a Quality Comprehensive Plan<\/strong><\/li>\n<\/ol>\n<p>The development of a comprehensive plan begins with the task of developing it, in accordance with the Procedure for the development, updating, amendment and approval of urban planning documentation, approved by the Resolution of the Cabinet of Ministers of Ukraine \u00a0dated September 1, 2021 No. 926. In the event that the community does not have an approved concept of integrated development of the territory of the territorial community, the formation of the task of developing a comprehensive plan takes place through a public discussion. Implementation of measures related to the formation of the task is carried out by the executive body of the village\/city council (customer of the development of comprehensive plans).<\/p>\n<p>The first and main component of the initial data for the development of a comprehensive plan is the cartographic basis.<\/p>\n<p>Working with the agencies responsible for initial data collection is a process for obtaining up-to-date resource information within the territorial community.<\/p>\n<p>Reliability of information about objects &#8211; possibility to introduce restrictions on land use in the State Land Cadastre<\/p>\n<ol start=\"3\">\n<li><strong>Integrated planning decisions are the basis for territorial development<\/strong><\/li>\n<\/ol>\n<p>In order to ensure the sustainable development of the territory of the territorial community while observing the balance of state, public and private interests, the comprehensive plan envisages the development of the territory as a whole, both outside the settlements and within them, and therefore the planning decisions of the comprehensive plan contain prospects for the use of the entire territory of the territorial community. Proposals for the future use of the territory of the territorial community consists of the definition of planning, project decisions and measures by thematic sections and relevant thematic units in accordance with paragraphs 84, 85, 86 (for comprehensive plans) of the Resolution of the Cabinet of Ministers of Ukraine dated 01.09.2021 No. 926 &#8220;On Approval of the Procedure development, updating, amendment and approval of urban planning documentation&#8221;.<\/p>\n<p><img loading=\"lazy\" class=\"size-full wp-image-4798 aligncenter\" src=\"https:\/\/center-ltd.com.ua\/en\/wp-content\/uploads\/2024\/01\/foto_1.jpeg\" alt=\"\" width=\"700\" height=\"400\" srcset=\"https:\/\/center-ltd.com.ua\/en\/wp-content\/uploads\/2024\/01\/foto_1.jpeg 700w, https:\/\/center-ltd.com.ua\/en\/wp-content\/uploads\/2024\/01\/foto_1-300x171.jpeg 300w, https:\/\/center-ltd.com.ua\/en\/wp-content\/uploads\/2024\/01\/foto_1-256x146.jpeg 256w, https:\/\/center-ltd.com.ua\/en\/wp-content\/uploads\/2024\/01\/foto_1-50x29.jpeg 50w, https:\/\/center-ltd.com.ua\/en\/wp-content\/uploads\/2024\/01\/foto_1-131x75.jpeg 131w\" sizes=\"(max-width: 700px) 100vw, 700px\" \/><\/p>\n<ol start=\"4\">\n<li><strong>Sections of the comprehensive plan are components of the sustainable development of the territory.<\/strong><\/li>\n<\/ol>\n<p>The main objectives of the integrated assessment of the territory of the community are:<\/p>\n<ul>\n<li>evaluate the available resources of the community and the trends of their changes, identify problems;<\/li>\n<li>analyze the structure of the economy, define the interrelationships between the branches of production, potential and prospects for development of the territory;<\/li>\n<li>identify competitive positions of the community, local and regional specifics;<\/li>\n<li>identify unique features of the territory that can become relative advantages or threats.<\/li>\n<\/ul>\n<p>Integrated Assessment of the territory is a thorough analysis of the situation, which covers all important aspects of life, allows you to assess the current state and trends in the prospective use of available resources, creates a basis for timely identification of desirable and undesirable changes in the community, as well as for making informed decisions regarding the development of its territory. Integrated assessment identifies key issues and draws conclusions about the future development of the territory, which are necessary for further steps of spatial planning.<strong>\u00a0<\/strong><\/p>\n<p>Integrated assessment of the territory is carried out in four stages that reflect the structure and sequencing of major planning decisions<\/p>\n<p>The first stage includes assessment of the entire natural and socio-economic space covered by the comprehensive plan. The result of the first stage is the determination of the possible profile and scale of the future development of the economy.<\/p>\n<p>The second stage is assessment of differences in the natural and economic characteristics of individual parts of the territories. As a result of the implementation of this stage, relatively homogeneous sections of the territories are outlined in terms of the totality of these characteristics, that is, a forecast of the functional zoning of the territory of the territorial community is developed.<\/p>\n<p>The third stage &#8211; assessment of the territorial planning framework of the territorial community. Based on analysis of functional zoning of the territory optimal planning organization of the territory of the community is determined including the centers of attraction of the population according to various functions (industrial, recreational, cultural, centers for receiving administrative and social services, etc.).<\/p>\n<p>The fourth stage is assessment of individual centers of gravity (human settlements and their spatial relationships) which determines the scope and direction of human settlements development, territories are offered for the placement of individual objects. In accordance with the resolution of the Cabinet of Ministers of Ukraine No. 926 [63], the thematic sections and subdivisions of the integrated assessment of the territory of the community are determined by the task of developing a comprehensive plan.<\/p>\n<p>Among others, the Section &#8220;Engineering support of the territory, pipeline transport and telecommunications&#8221; contains information on the current state and prospects for the development of water supply systems, water drainage, heat supply, gas supply, electricity supply, and telecommunication networks located on the territory of the territorial community. The section also includes information on the passage of existing and prospective pipeline transport routes through its territory: main gas pipelines, oil pipelines, product pipelines, etc. In addition, it contains information on the location and prospective development of facilities that ensure the functioning of this mode of transport: pumping stations, compressor stations, gas regulating stations, etc.<\/p>\n<p>It should be noted that natural conditions are one of the most important prerequisites for creating a healthy and comfortable life for the population that meets the requirements of the economy of construction and operation. Effective use of natural conditions can be achieved only on the basis of engineering and construction assessment of the territory. The assessment of the territory should be carried out according to criteria that take into account natural and anthropogenic processes and phenomena, in order to determine the territories that are favorable, unfavorable and adverse for the implementation of certain types of activities (taking into account the requirements of clause 12.1 SBN B.2.2-12:2019). When performing the engineering preparation section, information on the type of process or phenomenon, and the corresponding design decision to ensure the engineering protection of the territory should be included.<\/p>\n<ol start=\"5\">\n<li><strong>The need to use geographic information systems in the development of urban planning<\/strong><\/li>\n<\/ol>\n<p>Ever-increasing volume and need for information exchange in today\u2019s world formulates new requirements for the quality of its processing, structuring and storage. All these requirements are met through the use of geoinformation systems.<\/p>\n<ol start=\"6\">\n<li><strong>Electronic comprehensive plan document is the basis for transmission of information to urban planning and State land cadastres<\/strong><\/li>\n<\/ol>\n<p>Integrated plan developed is available \u00a0in accordance with the requirements of the Law of Ukraine &#8220;On Access to Public Information&#8221;, by publishing open data on a single state web portal, the official website of the Ministry of Regions, the website of the relevant local self-government body, and entering relevant data into the State land cadastre and urban cadastre.<\/p>\n<p>So:<\/p>\n<ul>\n<li>Comprehensive plan contains spatial data, metadata and other elements of its design solutions and is developed as an electronic document.<\/li>\n<li>The duration of the comprehensive plan is unlimited.<\/li>\n<li>Changes in comprehensive plan can be made based on the results of urban planning monitoring, but no more than once a year.<\/li>\n<li>Comprehensive plan to be considered in urban planning documentation in accordance with the procedure established by the Cabinet of Ministers of Ukraine.<\/li>\n<li>Comprehensive plan is subject to a strategic environmental assessment (SEA).<\/li>\n<li>Comprehensive plan is reviewed and approved by the village, township, city council within three months from the date of its submission.<\/li>\n<\/ul>\n<p>In accordance with the Law of Ukraine &#8220;On Strategic Environmental Assessment&#8221;, Comprehensive plans for the spatial development of territories are subject to the SEA procedure.<\/p>\n<p><strong>SEA<\/strong> is a strategic planning tool aimed at including environmental priorities in programs, plans, and policies.<\/p>\n<p>The purpose of the SEA is to ensure a high level of environmental protection and to promote the integration of environmental considerations into the preparation of plans in order to promote sustainable development.<\/p>\n<p><img loading=\"lazy\" class=\"aligncenter size-full wp-image-4799\" src=\"https:\/\/center-ltd.com.ua\/en\/wp-content\/uploads\/2024\/01\/stryy-skyy-park.jpg\" alt=\"\" width=\"1000\" height=\"669\" srcset=\"https:\/\/center-ltd.com.ua\/en\/wp-content\/uploads\/2024\/01\/stryy-skyy-park.jpg 1000w, https:\/\/center-ltd.com.ua\/en\/wp-content\/uploads\/2024\/01\/stryy-skyy-park-300x201.jpg 300w, https:\/\/center-ltd.com.ua\/en\/wp-content\/uploads\/2024\/01\/stryy-skyy-park-768x514.jpg 768w, https:\/\/center-ltd.com.ua\/en\/wp-content\/uploads\/2024\/01\/stryy-skyy-park-218x146.jpg 218w, https:\/\/center-ltd.com.ua\/en\/wp-content\/uploads\/2024\/01\/stryy-skyy-park-50x33.jpg 50w, https:\/\/center-ltd.com.ua\/en\/wp-content\/uploads\/2024\/01\/stryy-skyy-park-112x75.jpg 112w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><\/p>\n<p>It is a systemic assessment tool that supports and informs the decision-making process. Urban planning measures ensure the protection of the natural environment due to the rational functional zoning of the territory, the creation of sanitary and protective zones, the determination of the territories of the nature reserve fund, ensuring the ecological balance of the natural landscape and urbanized territories. When developing a comprehensive SEA plan for the spatial development of the territory of the territorial community, it is important to analyze the natural conditions of the planning territory, identify the main environmental problems in connection with the implementation of\u00a0 planning decisions of \u00a0comprehensive plan, and evaluate their manifestation in the temporal perspective and their complex effect. To control the ecological state, approaches should be introduced to monitor the state of the environment in terms of environmental components &#8211; atmospheric air, water environment, soil covering.<\/p>\n<p>SEA of state planning documents are effective tools for community development and reducing the burden on the environment.
