In order to prevent dangerous emergencies at the enterprise, assess the risks of man-made emergencies, make effective management decisions to minimize the consequences of possible dangerous effects on production, the population and the environment, as well as to bring official documentation in line with Ukrainian legislation. or identification. Identification<\/strong> is an assessment of dangerous factors, possible sources of danger, on the basis of which, the identification of potentially dangerous objects (PDO) and objects of increased danger of OID. It is carried out in accordance with the methodology of identification of PDO dated 23.02.2006 under \u211698, approved by the State Service of Ukraine for Emergencies. Based on the results of the identification of PDO and OID it is determined whether the company is an OID or not.<\/p>\n Identification of potentially dangerous PDO objects.<\/strong><\/p>\n Internal and external hazards are considered and taken into account during the PDO identification procedure.<\/p>\n Internal hazards<\/strong> are caused by the emergency condition of buildings, structures, features of technological processes of the object and substances that are manufactured, processed, stored or transported on its territory.<\/p>\n \u00a0External<\/strong> – not directly related to the operation of the facility, however, under certain conditions, can initiate emergencies and adversely affect their development. These are, for example, natural phenomena or accidents at nearby facilities.<\/p>\n The results of the analysis determine the presence or absence of sources of danger, and their possible levels. Next, a Notification of the results of identification to determine the potential danger, which is agreed with the SSES (State Service for Extreme Situations) of Ukraine.<\/p>\n An economic entity, defined as a potentially dangerous object, must issue a PDO Passport, which is subject to registration in the State PDO Register. Each individual PDO is assigned a corresponding registration number. The document certifying the fact of registration of a potentially dangerous object in the State Register of PDO is the Certificate.<\/p>\n Issuance of the Certificate is the final stage of certification and registration of PDO. The PDO passport is subject to renewal every five years. Identification of PDO is carried out according to the Methodology approved by the order of the Ministry of Emergencies<\/p>\n Identification of the object of increased danger (OID)<\/p>\n The procedure for identification of OID is carried out in accordance with the Resolution of the Cabinet of Ministers of 11.07.2002 \u2116956 and is that on the basis of special calculations of the total number of objects, those that pose a special danger are identified. This calculates not only the mass of hazardous substances, but also how close the object is located to crowded places, highways of national importance, protected areas, kindergartens, schools, hospitals, etc. If this distance is less than the norm – the danger increases. Based on the results of the identification, the relevant specialists prepare a notification, which is sent to the relevant bodies: the Main Department of the State Labor Service and the SES, as well as to the local executive and local self-government bodies.
