{"id":4199,"date":"2021-05-15T15:52:02","date_gmt":"2021-05-15T12:52:02","guid":{"rendered":"https:\/\/center-ltd.com.ua\/en\/?page_id=4199"},"modified":"2021-05-15T15:52:17","modified_gmt":"2021-05-15T12:52:17","slug":"post-project-ats-monitoring","status":"publish","type":"page","link":"https:\/\/center-ltd.com.ua\/en\/post-project-ats-monitoring\/","title":{"rendered":"Post-project ATS monitoring"},"content":{"rendered":"<p>Post-project environmental monitoring is a complex system of observations, assessment and forecast of changes in the state of the environment under the influence of anthropogenic factors, monitoring is an information system of observations with an optimal number of parameters for assessing and forecasting changes in the environment.<\/p>\n<p>The purpose of monitoring is to monitor the status and impact of activities on the environment and human health to determine additional compensatory measures.<\/p>\n<p>Requirements for post-project monitoring are set out in Art. 13. &#8220;Post-project monitoring&#8221; of the Law of Ukraine &#8220;On Environmental Impact Assessment&#8221;, which states that the business entity, if provided by the conclusion of the environmental impact assessment, ensures the implementation of post-project monitoring to identify any discrepancies and deviations in the projected levels of impact and effectiveness of measures to prevent and reduce environmental pollution.<\/p>\n<p>If during the economic activity subject to the environmental impact assessment (EIA) a significant negative impact of this activity on the life and health of the population or the environment is detected and if such impact has not been assessed during the environmental impact assessment and \/ or significantly changes the results of the assessment of the impact of this activity on the environment, the decision to carry out such planned activity by a court decision is subject to cancellation, and the activity &#8211; termination.<\/p>\n<p><img loading=\"lazy\" class=\"aligncenter size-large wp-image-4200\" src=\"https:\/\/center-ltd.com.ua\/en\/wp-content\/uploads\/2021\/05\/lab0-1024x684.jpg\" alt=\"\" width=\"1024\" height=\"684\" srcset=\"https:\/\/center-ltd.com.ua\/en\/wp-content\/uploads\/2021\/05\/lab0-1024x684.jpg 1024w, https:\/\/center-ltd.com.ua\/en\/wp-content\/uploads\/2021\/05\/lab0-300x200.jpg 300w, https:\/\/center-ltd.com.ua\/en\/wp-content\/uploads\/2021\/05\/lab0-768x513.jpg 768w, https:\/\/center-ltd.com.ua\/en\/wp-content\/uploads\/2021\/05\/lab0-219x146.jpg 219w, https:\/\/center-ltd.com.ua\/en\/wp-content\/uploads\/2021\/05\/lab0-50x33.jpg 50w, https:\/\/center-ltd.com.ua\/en\/wp-content\/uploads\/2021\/05\/lab0-112x75.jpg 112w, https:\/\/center-ltd.com.ua\/en\/wp-content\/uploads\/2021\/05\/lab0.jpg 1200w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/>To comply with the Law of Ukraine &#8220;On Environmental Impact Assessment&#8221;, Center Ltd. provides post-project monitoring services using its own certified laboratory according to the &#8220;Certificate of Conformity of the measurement management system&#8221; \u2116 RL 216\/18 (issued on 12.09.2018. , valid until 11.09.2023.), which operates in accordance with the requirements of DSTU ISO 10012: 2005 &#8220;Measurement control systems. Requirements for measurement processes and measuring equipment &#8220;,&#8221; Information list of laboratories certified for hygienic research of factors of the production environment and labor process &#8220;.<\/p>\n<p>Post-project monitoring is carried out in the following stages:<\/p>\n<ol>\n<li><strong>Preparation of a monitoring program and a post-project monitoring plan<\/strong> (taking into account the requirements of the conclusion on the environmental impact assessment of the relevant planned activities).<\/li>\n<li><strong>Agreement with the customer and the territorial administration of the schedule of monitoring studies.<\/strong><\/li>\n<li>Carrying out of complex researches (taking into account requirements of the conclusion on an assessment of influence on environment, if necessary &#8211; with involvement of interested parties):<\/li>\n<\/ol>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>soils (qualitative and quantitative analysis);<\/li>\n<li>water (drinking, sewage, return, surface and groundwater);<\/li>\n<li>emissions of pollutants into the atmosphere;<\/li>\n<li>physical factors (noise, vibration, ionizing radiation);<\/li>\n<li>effects on flora and fauna (ornithological, ichthyological research and observations)<\/li>\n<li>impact from the implementation of planned activities during construction;<\/li>\n<li>impact from the implementation of the planned activities during the operational period.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ol start=\"4\">\n<li><strong>Development of a post-project monitoring report for submission to the authorized body.<\/strong><\/li>\n<li><strong>Development of a plan of measures and actions to prevent, avoid, reduce (mitigate), eliminate, limit the impact of economic activities on the environment <\/strong>(in the case when the monitoring revealed a significant negative impact of these activities on the life and health of the population or the environment ).<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p>To prepare a quality post-project monitoring report, Center LTD performs the following scientific and technical works:<\/p>\n<p><strong>1.Atmospheric air monitoring<\/strong> (on the territory of the planned activity and on the border of the sanitary protection zone).<\/p>\n<ol>\n<li>monitoring of the following pollutants:<\/li>\n<\/ol>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>carbon monoxide;<\/li>\n<li>carbon dioxide;<\/li>\n<li>nitric oxide;<\/li>\n<li>nitrogen dioxide;<\/li>\n<li>sulfur oxides;<\/li>\n<li>ozone;<\/li>\n<li>ammonia;<\/li>\n<li>methane;<\/li>\n<li>hydrocarbons;<\/li>\n<li>formaldehyde;<\/li>\n<li>suspended solids (dust);<\/li>\n<li>benzopyrene and others.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ol start=\"2\">\n<li>monitoring of humidity and air temperature;<\/li>\n<li>calculation of dissipation of harmful substances in the atmosphere.<\/li>\n<\/ol>\n<p><strong>2.Monitoring of groundwater and surface water quality.<\/strong><\/p>\n<p>2.1 Groundwater:<\/p>\n<ul>\n<li>monitoring the quality and condition of groundwater and forecasting changes in the following comprehensive indicators:<\/li>\n<li>groundwater level;<\/li>\n<li>temperature;<\/li>\n<li>oxidation-reduction potential;<\/li>\n<li>permanganate oxidation;<\/li>\n<li>mineralization;<\/li>\n<li>macro components &#8211; calcium, magnesium, sodium, potassium;<\/li>\n<li>chlorides, sulfates, hydrocarbons;<\/li>\n<li>components of the nitrogen group (ammonium, nitrites, nitrates);<\/li>\n<li>heavy metals;<\/li>\n<li>total iron, etc.<\/li>\n<\/ul>\n<p>2.2 Surface water:<\/p>\n<ul>\n<li>monitoring the status of water bodies and forecasting changes;<\/li>\n<li>physical indicators;<\/li>\n<li>assessment of surface water quality by characteristics;<\/li>\n<li>temperature, odor, transparency, color.<\/li>\n<\/ul>\n<p>2.3 Bacteriological indicators:<\/p>\n<ul>\n<li>coli index &#8211; the number of bacteria of the Escherichia coli group in a liter of water;<\/li>\n<li>coli titer &#8211; the amount of water in milliliters in which one bacterium of the Escherichia coli \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0group can be found<\/li>\n<li>Hydrobiological indicators (most sensitive);<\/li>\n<li>Chemical indicators:<\/li>\n<li>dissolved oxygen;<\/li>\n<li>suspended solids;<\/li>\n<li>water mineralization;<\/li>\n<li>sulfates;<\/li>\n<li>chlorides;<\/li>\n<li>hydrocarbons;<\/li>\n<li>nitrogen (nitrogen) total;<\/li>\n<li>ammonium nitrogen;<\/li>\n<li>nitrogen nitrate;<\/li>\n<li>nitrogen nitrite;<\/li>\n<li>phosphates;<\/li>\n<li>petroleum products;<\/li>\n<li>BSC5 (biological oxygen consumption);<\/li>\n<li>HSC (chemical oxygen demand);<\/li>\n<li>heavy metals<\/li>\n<li>pH (hydrogen index)<\/li>\n<\/ul>\n<p>3.Monitoring of soil quality (on the territory of the planned activity and on the border of the sanitary protection zone).<\/p>\n<p>3.1 Monitoring of soil condition:<\/p>\n<ul>\n<li>erosion;<\/li>\n<li>loss of humus;<\/li>\n<li>deterioration of soil structure;<\/li>\n<li>waterlogging and salinization;<\/li>\n<li>land contamination with pesticides;<\/li>\n<li>heavy metal pollution;<\/li>\n<li>organic pollution;<\/li>\n<li>contamination by radionuclides and other toxic substances;<\/li>\n<\/ul>\n<p>3.2 Assessment of the ecological condition of soils with the following indicators:<\/p>\n<ul>\n<li>variability of humidification;<\/li>\n<li>aeration;<\/li>\n<li>acid regime;<\/li>\n<li>salt regime;<\/li>\n<li>carbonate salts content;<\/li>\n<li>content of digestible forms of nitrogen in the soil;<\/li>\n<li>aggregate composition;<\/li>\n<li>soil density;<\/li>\n<li>soil hardness measurement;<\/li>\n<li>measuring the electrical conductivity of the soil.<\/li>\n<\/ul>\n<p>4.Monitoring the level of vibration.<\/p>\n<ul>\n<li>Instrumental studies of vibration levels;<\/li>\n<li>Measurements and forecast of negative impact of vibration levels and levels of structural noise from construction, from the movement of large trucks, in the area of \u200b\u200bimpact of the proposed construction site, in the sanitary area and on the border of residential buildings.<\/li>\n<\/ul>\n<p>5.Carrying out measurements of noise levels (within the sanitary protection zone and on the \u00a0\u00a0\u00a0border of residential buildings).<\/p>\n<ul>\n<li>equivalent sound level LAeq, dBA;<\/li>\n<li>maximum sound level LAmax, dBA;<\/li>\n<li>equivalent sound pressure levels Leq, dB;<\/li>\n<li>maximum sound pressure levels Lmax, dB.<\/li>\n<li>monitoring of noise exposure and efficiency of noise protection screens in order to assess the general background of noise pollution.<\/li>\n<\/ul>\n<p>6.Research and accounting of objects of fauna and flora.<\/p>\n<ul>\n<li>Identification (determination of taxonomic affiliation) of animals, ornithofauna, chiropterofauna, their quantitative indicators, dynamics. We use modern research methods, GPS-GSM-trackers, photo traps to account for objects of the animal world;<\/li>\n<li>Research of indicators of biological diversity of plants for the purpose of revealing of places of possible infliction of the maximum damage to nature reserve fund;<\/li>\n<\/ul>\n<p>Post-project monitoring is carried out in accordance with the requirements of the &#8220;Conclusion on the environmental impact assessment of the planned activity&#8221; and the &#8220;Plan of post-project monitoring of the environmental impact assessment of the planned activity&#8221;.<\/p>\n<p>Monitoring studies increase the investment attractiveness of the planned project.
